Got it to work on the demo machines.  Gotta do it via the command line:

Verified by making it a share, mapping to a network drive, and seeing

Ok, a customer is trying to create a tree quota for a dir that they are
about to migrate data to (yes it is empty).  The dir must look as
follows:

\tree quota
=20
This in a windows environment, so that is why the space was allowed.
The naming convention is already in place and can not be modified.

Any suggestions.  Time is of the importance here.  They are trying to
cut production over this weekend to the filer.
